General Scope of Responsibility: The Buyer will be responsible for creating, placing, tracking and verifying purchase orders for inventory, spare parts, supplies, purchased equipment, and services including needed expedited tasks as assigned.

SPECIFIC DUTIES:
Raw Materials Purchasing:
– Support quoting activity for new sales and purchases. Provide raw materials and component pricing needed to respond to customer request for quotes, market studies and new market analysis. Review bids and create pricing comparison summaries. Clarify all requisitions, quotes, and purchase orders with processing, engineering, and other departments when in question. Ensure accuracy of quantity, price, and delivery on all purchase orders.
– Assist in managing our raw material supply base. Develop an in-depth understanding of our suppliers’ management, technical capabilities, competitive position and how that relates to CPAC. Develop strong technical and economic understanding of the raw materials critical to our company.
– Interface with internal plants engineering & project managers to assist in solving problems with deliveries: short shipments, damaged goods and merchandise shipped in error or of poor quality. Assist in determining root cause and corrective action. Coordinate changes in delivery schedules.
– Manage 3rd Party Freight providers – routinely quote freight costs in coordination with new quote estimating, program managers, R&D, engineering, and plant materials. Develop freight costs and freight standards for new quotes, new programs, and current business.
MRO Purchasing
– Assist all plants with routine MRO purchase activities and order placement, Participate in MRO and service contract quote, negotiations, and contract management as plants request or require assistance.
Support Corporate Purchasing Activity
– Develop follow-up and tracking system for all major equipment purchases. Contact supplier to verify shipment of goods/services by specified date.
– Assist with resolution of accounting issues and invoice discrepancies.
– Attend and support project meetings – support marketing and product development efforts.
– Perform market research. Maintain updated database of key suppliers, alterative suppliers and their competitors. Identify capabilities and key product/market information for each (materials used, processing equipment/capabilities, processes used). Maintain metrics to track supplier performance.
– Attend equipment industry and materials trade shows to remain current with technology.
– Maintain good record keeping systems so that purchasing and MER records are accurate. Manage contract database.
– Track cost saving(s) through supplier base reductions, quality, price reductions, and improved deliveries.
– Track relevant raw material indices verses CPAC pricing, including indexed contracts with customers.
– Assist in the implementation of new or modified systems to improve operative efficiency.

QUALIFICATIONS (Education, Work Experience, Etc.):
Minimum [Must have to be considered for the position]:
· Bachelor’s degree in Supply Chain Management or Business; or high school diploma and equivalent in purchasing experience.
· 3 to 5 years’ experience in raw materials, MRO, and or purchasing of materials and manufacturing capital equipment.
· Thorough understanding and knowledge of purchasing principles.
· Strong analytical skills.
· Strong detail orientation and organizational skills.
· Excellent communication skills.
· High mechanical aptitude.
∙ Proficiency with MS Office (Word & Excel) and ERP systems.

General Scope of Responsibility: On assigned new products & engineering changes, develops an APQP Plan, Program Timeline and Program Gate Review Document then manages IAW the Plan & applicable procedures, to assure the product is launched on time – within budget – at or better than estimated cost – with zero defects to the customer – and to the satisfaction of the customer & our manufacturing plant.

DUTIES & ELEMENTS:
1. Manages assigned new products & engineering changes to existing products from order inception to successful launch.

a. Develops & gets team approval of APQP Plan. Updates Plan as needed.
b. Coordinates to assure APQP Plan activities are accomplished and milestone timing is met.
c. Serves as primary interface with the customer & the assigned CPAC manufacturing plant for all aspects of the program.
d. Assures RFQ’s are accomplished whenever costs drivers (e.g., blank size, adhesive bead length or width, packaging design,) are greater than on the originating RFQ for reasons such as engineering changes, volume changes, inaccurate originating RFQ, ….
e. Takes the action necessary to assure the product is launched on time – within budget – at or better than estimated part cost with consideration to material cost (part net & gross size, material thickness, basis weight,), head count, run rate & spoilage – with zero defects to the customer – and to the satisfaction of the customer & our manufacturing plant.
f. Retains Program records that are well organized, easy to retrieve & demonstrate compliance with the plants Order Execution/Product Realization Procedure and other applicable procedures.

2. Engineers assigned new products & changes to assure they are optimally designed for manufacturability, assembly & value with appropriate vendor.

a. Assures design inputs are understood, reviewed & incorporated into the design.
b. Directs & monitors Designer’s work.
c. Coordinates design reviews, with customer & internal personnel, to assure designs meet inputs.
d. Coordinates design verification & validation activities.
e. Maintains design records IAW the plants Order Execution/Product Realization Procedure.
f. Supervises designers, if assigned.

1. Assigns design projects
2. Provides leadership, performance feedback & motivation.
3. Determines training needs and assures training gets accomplished & is effective.
4. Evaluates & rates Designer’s performance IAW company directives.
5. Incorporate design costs into the TFC’s.

3. Monitors tool procurement activities on new products & changes with vendor

a. Coordinates with vendor and the tool makers to assure construction is done IAW timing & construction guidelines.

4. Coordinates/Leads packaging development activities on new products and changes

a. Assures packaging expectations of customer & CPAC Plant are understood.
b. Coordinates with customer & CPAC Plant to come up with a packaging plan/concept.
c. Coordinates the design & development of the packaging.
d. Coordinates reviews, with customer & internal personnel, to assure package design is acceptable.
e. Coordinates verification & validation activities.
f. Complete the customer forms as required.

5. Reports on program progress in monthly Vehicle Launch Meetings (VLM’s).

a. Updates Vehicle Launch Notes (VLN’s) in advance of, and after VLM’s IAW timing directives.
b. Assures VLNs are clear, concise, and relevant & meet the requirements of format & content directives.
c. Comes to VLM meetings with complete & detailed knowledge of the status of their programs.

6. Performs various IATF16949 duties:

a. Operates IAW the plants Order Execution/Product Realization Procedure and other applicable procedures.
b. Per 1f above (see page 1), retains records that are well organized, easy to retrieve & demonstrate compliance with plants Order Execution/Product Realization Procedure, Gate Review Document, other applicable procedures, and is responsible to update “Lessons Learned” and “Best Practices” shared folders.
c. Demonstrates conformance with IATF16949 procedures in internal and external IATF16949 audits, and compliance with Customer Specific Requirements.
d. Performs corrective action activity, as assigned, on issues arising from any areas of this responsibility (part design, tooling, and/or packaging) and for audit Action Requests (AR’s) and/or Opportunities for Improvement (OFI’s) in the Product Launch/Program Management/Design Control area.

QUALIFICATIONS (Education, Work Experience, etc.):
Minimum [Must have to be considered for the position]:

  • High school diploma or equivalent and 10 or more year’s experience; or, Bachelor’s degree and 3 or more year’s relevant technical experience in the automotive industry.
  • 2 or more years automotive supply experience with blue print and CAD interpretation of designs
  • Able to travel 30% of time

  • ASQ Certified Quality Engineer
  • AIAG Certified to Core Tools
  • Certified to OEM specific systems on their website
  • Engineering degree
  • 2 or more years of automotive quality management or program management experience
  • 5 years’ experience in acoustical products and functional plastics or equivalent.

  • Capable/knowledgeable in:
    1. Product Realization Procedure and other relevant CPAC policies & procedures.
    2. G,D&T, blue print, & CAD model interpretation
    3. Program Management, Quality Management

HUMAN RELATIONS:

Program Managers have primary responsibility for the successful launch of their programs.  As such, they must provide strong, broad reaching leadership

– they must be in command of what is going on with their programs,

– they must cause to occur what needs to occur. 

Program Managers interface with, lead, and/or influence a wide variety of individuals & positions (from shop floor operators to Senior Managers) at the customer, within CPAC, and at suppliers including tooling suppliers.  As such, they need to make a good first impression – wear well over time – be professional – and engender an atmosphere of trust & team work.
